Offer Description

The INCLIVA Foundation is a Health Research Institute accredited by the Carlos III Health Institute and as such, an agent of the National Science and Technology System.

Although it is part of the public sector of the Valencian Administration, it has a private legal personality and is governed by private law and its specific legislation, without prejudice to the rules of public law that may be applicable to it.

A call to cover a position as a Project Financial Controller is advertised for the project: "Creation of an open platform for access, capture, storage and decentralised exchange of health data in real time of the Clínico-Malvarrosa Health Department for cloud-edge computing of predictive systems, decision making and artificial intelligence. Acronym: INTEGRA-CLOUD". Under the direction of Dr. Josep Redón. With the following tasks:
Carry out budget monitoring and internal economic control of the project throughout its life cycle, ensuring compliance with the specific management principles of the Recovery, Transformation and Resilience Plan (PRTR).
Know and keep updated the internal tools oriented to the planning and economic control of the project.
Manage the economic-administrative documentation related to the project.
Collaborate in the elaboration of the action report, regarding the economic management and the justification of the fulfilment of the subsidised activities.
Collaborate in the preparation of the established intermediate monitoring reports, with the periodicity established by the funding body.
Guarantee the monitoring and accreditation of the fulfilment of the milestones and objectives committed to within the framework of the PRTR and provide information on the execution of the budget in such a way that the degree of compliance can be ascertained, leaving an adequate and sufficient audit trail (CoFFEE, as a management information system for the fulfilment of the milestones and objectives of the PRTR and Minerva as a tool for the analysis of the risk of conflict of interest).
To carry out the economic justification of expenses in the tools made available by the funding body (contracts awarded, human and material resources and other types of expenses associated with the different activities foreseen).
Coordinate, plan, manage and provide support in the preparation of the necessary documentation for the internal/external audits to be submitted to the funding bodies, as well as on-site economic verifications.
To process tenders for the contracting of companies and materials.
Establish and maintain proper coordination with the Finance Department, the Projects Unit and Human Resources, especially with the professionals responsible for the entitys accounting.
Support other departments in INCLIVA in the fulfilment of the obligations derived from the participation in the project (communication, legal, scientific, quality, data protection, etc.).
Requirements

Research Field Economics Education Level Bachelor Degree or equivalent

Skills/Qualifications
Official/proprietary Masters degree, related to the MBA activity or similar (1 point) - only one Masters degree will be awarded
Demonstrable work experience in economic project management. Periods of less than 1 year will be prorated by whole months (1 point per year worked up to 3 points).
Demonstrable work experience in financial justification of projects. Periods of less than 1 year will be prorated by full months (1 point per year worked up to 3 points).
Proven level of English (B1= 0.3 points, B2= 0.6 points, C1= 1 point. Proof of English language proficiency must be provided by means of a diploma or certificate.
Assessment of personal interview (0-2 points). will be valued Experience in the use of computer applications and justification and financial tools for EU Horizon Programme and Next Generation funding projects. Experience with the Public Sector Procurement Platform and knowledge of the regulations of the Law on Subsidies; LCSP and/or administrative procedures. Advanced knowledge of Excel and ability to use electronic resources. Knowledge of computer applications related to project management (Fund@net, etc.).
Accredited disability certificate (equal to or higher than 33%) or being a victim of gender-based violence (2 points).

Selection process

The selective system will consist of the following phases:

a) Phase of Assessment of Merits and Fulfilment of the requirements established in the call for applications. Only candidates who have passed the essential requirements will be considered.

b) Phase of Aptitude Assessment and interview.

After the first merit assessment phase, candidates will be selected for the aptitude assessment and interview phase.
